बिहार में चमकी बुखार से बच्चों की मौत का मामला सुप्रीम कोर्ट पहुंचा, याचिका दाखिल

बिहार के मुजफ्फरपुर में रविवार को आठ और बच्चों की चमकी के कहर से मौत के बाद अब तक इससे मरनेवाले बच्चों की कुल संख्या बढ़कर 111 जा पहुंची है। लगातार हो रही बच्चों की मौत का यह आंकड़ा पिछले 15 दिनों तक का है। गर्मी बढ़ने से सुबह से गंभीर हाल में बच्चे को अस्पतालों में लाए जाने का सिलसिला बदस्तूर जारी है।

इसकी रोकथाम को लेकर अब तक जो भी प्रयास किए जा रहे हैं वो स्थिति को देखते हुए नाकाम साबित हो रही है।  

एसकेएमसीएच में डॉक्टर की कमी और बंदइंतजामी

ऐसा कहा जा रहा है कि एनसिफलाइटिस के चलते यह मौत हो रही है। उधर, चमकी बुखार का का इलाज मुजफ्फरपुर के एसकेएमसीएच में करा रहे बच्चों के परिजनों को समझ नहीं आ रहा है कि वे इस स्थिति से मुकाबला कैसे करें। उसकी वजह ये हैं कि हॉस्पीटल के आईसीयू वॉर्ड तक भी डॉक्टरों की भारी कमी है। न बच्चों को ठीक से देखा जा रहा है और न ही उन्हें समय पर दवाएं दी जा रही है।

केंद्र सरकार के निर्देश के बावजूद बीते पांच वर्षों में एसकेएमसीएच में सौ बेड का विशेष एईएस वार्ड नहीं बन सका है। इस वार्ड के निर्माण के लिए सरकार ने राशि भी उपलब्ध करा दी है। फिलहाल, ईएनटी वार्ड के ऊपरी मंजिल पर सौ बेड का पीआईसीयू वार्ड बनाना था। इस विशेष वार्ड के नहीं बनने से चार जगहों पर चमकी-बुखार से पीड़ित बच्चों को रखकर उनका इलाज किया जा रहा है। इससे बच्चों के इलाज में डॉक्टरों व नर्स आदि को परेशानी हो रही है।

फिलहाल, एसकेएमसीएच में दूसरी व तीसरी मंजिल पर दो-दो पीआईसीयू बनाया गया है। चार जगहों पर बीमार बच्चों के होने पर इलाज के लिए डॉक्टरों को भी भाग-दौड़ करनी पड़ रही है। पीड़ितों की संख्या और बढ़ने पर उनको आईसीयू वार्ड में भी रखना पड़ सकता है।

इधर, एसकेएमसीएच के अधीक्षक डॉ. सुनील कुमार शाही ने बताया कि मरीजों की अधिक संख्या को देखते हुए पांच साल पूर्व सौ बेड के पीआईसीयू बनाने का निर्देश केंद्र सरकार ने दिया था। इसके लिए जगह का भी चयन कर लिया गया था। बीएमईसीआई को वार्ड का निर्माण करना था। लेकिन, किसी कारण से अब तक वार्ड तैयार नहीं हो सकता है। जगह की कमी के कारण फिलहाल चार जगहों पर पीआईसीयू बनाया गया है। इससे मरीजों के इलाज में काफी कठिनाई हो रही है। विशेष वार्ड के बनने से एक साथ बच्चों को रखने व उनके इलाज में सुविधा होती।

Social media has many positive effects on the society.

Recent article even states that, “Facebook can also have a positive impact on young adults’ lives by helping them be more empathetic” (Turgeon). Despite the positives, there are many negatives associated with social media. Using social media can make a person more vulnerable to predators and cyber bullying. In this age, “Cyber bulling is quite common, can occur to any young person online, and can cause profound psychosocial outcomes including depression, anxiety, severe isolation, and tragically suicide” (“American Academy of Pediatrics”). Cyber bullying impacts society in a negative way because it is harming young teenagers’ minds. Bullies, torment, threat, harass, and even embarrass their victims by using different forms of social media. Using social media can also decrease privacy for an individual. People often give out their personal information not knowing who can see it. To average internet users, “A false sense of security may leave social networking site users vulnerable to security attacks such as hacking, leaking sensitive information, and sending viruses” (“ProCon”). Furthermore, Social media can also lead to brain disorders and can cause people to have a hard time interacting with people face to face.
